It is the policy of the Superior Court of the Virgin Islands to use the following methods of procurement:

Competition
Purchases and contracts, as well as sales of unusable or obsolete personal property, shall be made on a competitive basis whenever feasible and warranted, including competitive negotiation.

Formal Advertising
In cases of unusual procurement, such as the construction of a building, the Superior Court may request the assistance of the Department of Property and Procurement of the Executive Branch to make use of their expertise in formal advertising, invitations to bid, or request for proposals. Under such circumstances, procurement shall be consistent with the objective of obtaining the most favorable terms for the Government with respect to cost, quality and timing.

Negotiation
If the use of formal advertising is not applicable, feasible nor practical, purchases and contracts for property, and the sale of unusable and obsolete personal property, may be negotiated in accordance with the objectives, as aforesaid.
