Procurement means the acquisition of personal property and non-personal services by such means of purchasing, renting, leasing, contracting or bartering, but not by seizure, condemnation, donation or requisition.
Contract means a binding legal relation obligating the seller to furnish personal property or non-personal services and the buyer to pay therefore. It includes all commitments, which obligate the Superior Court to an expenditure of funds. It includes all transactions resulting from acceptance of offers by awards or notices of awards, agreements and job orders or task letters issued thereunder, letter contracts, letters of intent, and orders under which the contract is rendered effective by written acceptance or performance. It also includes modification to the aforementioned.
Negotiation means the procedure for entering into contracts without formal advertising.
